CONSTRUCTION LEGISLATION

The Construction Industry is second only to Agriculture in terms of fatalities and injuries.On average 300 people are killed, and 27000 people suffer a lost time injury in the UK workplace every year.

With over 20 years experience in all aspects of both construction and demolition, Compass has the necessary expertise and understanding for the application of all appropriate Construction legislation; more recently the Construction (Design and Management) Regulations, including undertaking the role of Principal Contractor and Planning Supervisor on projects amounting to in excess of £25 million.

Asbestos
With extensive experience in the management and legislative requirements for the control and safe removal, handling and disposal of asbestos. Compass can provide all the necessary advice and consultancy for compliance with the Asbestos at Work Regulations, plus access to a number of nationally recognised licensed asbestos removal contractor organisations.

Confined Spaces Regulations
Experienced in the management of access to confined spaces, Compass can provide the necessary advice and consultancy on the safe systems of work to be developed and implemented to control work activities across all industries, in line with the confined Spaces Regulations, emergency escape plans and atmosphere monitoring requirements.

CDM Regulations
Specialising in the Planning Supervisor function for Blue Chip clients, particularly in the chemical process industry, Compass has vast experience in the production and development of pre-tender Health and Safety Plans. Initiating pro-active strategies to ensure designers eliminate or control risks from their designs in line with Regulation 13 of the CDM Regulations, advising clients on the competency of prospective Principle Contractors by vetting and assessment and the development of the health and safety file on completion of the project. Planning supervisor function on over £17 million capital value projects.

Construction Health, Safety and Welfare Regulations
Advice and consultancy to ensure compliance with the specific requirements of the regulations, and ongoing monitoring for effectiveness through auditing and reporting.

Demolition
Compass has extensive experience of demolition and deconstruction of all types of buildings and structures, including the pre-demolition phases of de-commissioning and de-contamination. Waste disposal control in line with all current duty of care legislation. Access to demolition contractors specialising in chemical plant de-construction and landfill disposal arrangements.

Managing of Contractor
Advice and consultancy on the use of contractor and sub-contractor resources and the vetting and preparation of all necessary documentation, including method statements and risk assessments. Auditing of construction activities, implementation of health and safety strategies to prevent accidents and incidents.

Working at Height
Working at height accounts for approximately half of all fatalities in the construction industry. Compass has the knowledge and experience to provide the necessary advice and consultancy on safe systems of work and the selection of appropriate methods and techniques. Compass has access to national organisations specialising in access equipment and access to height arrangements.

Vibration
People who work in manufacturing and in the building trades are particularly susceptible to a condition commonly known as “ vibration white finger”, this results from excessive and frequent and prolonged use of hand held tools such as jack hammers and grinders .The effects can be permanent if safety precautions are not followed leading to pain and suffering of the individual, and leading to the risk of a criminal and civil prosecution against the Employer.
We can help assess and reduce the risk of vibration white finger.

Noise
People exposed to frequent and prolonged exposure to noise are at risk from long term hearing loss. Employers have a legal obligation under the noise at work regulations to prevent exposure and above certain levels of noise prevent exposure by means other than PPE.

Compass HSC has the capability to undertake noise assessments to determine daily noise exposure in the work place, and to introduce effective control measures.

WORKPLACE HEALTH AND SAFETY LEGISLATION.

Regardless of the numbers of persons employed, all work activities are subject to legislation in order to ensure the health, safety and welfare of people, including the self -employed whilst at work.

In most cases the Health and Safety at Work Act provides the legal process to which employers, the self-employed and employees must comply. Statutory Instruments, commonly known as regulations, provide depth and structure to the general requirements of the Health and Safety at Work Act.

As they may be appropriate to any particular circumstance Compass can provide the necessary advise and consultancy to ensure compliance.

Control of Substances Hazardous to Health Regulations (COSHH)
Employers must prevent the risk to the health, safety and welfare of their employees from exposure to substances hazardous to health. Compass can provide the necessary advice, risk analysis and appropriate control measures and safe systems of work to prevent the risk of injury through exposure to substances hazardous to health. Health surveillance and monitoring can also be accommodated using trained occupational health specialists.

Electricity at Work
The detailed knowledge of the legislative requirements of the Electricity at Work Regulations, and the development of safe systems of work to ensure all employers electrical systems are maintained in a safe state, tested and inspected. Compass also has access to several specialist electrical contractor organisations who can provide for all installation and equipment testing arrangements.The scope of consultancy services also extends to electrical installations in hazardous (flammable / explosive) environments.

Fire
Using specialist qualified fire management consultants, Compass Health and Safety Consultancy can provide for all fire risk assessments and advise on compliance with the Fire Precautions (Workplace ) Regulations, special premises, and the general requirements of the Fire Precautions Act, including the necessary requirements for the compliance with the Highly Flammable Liquids and Liquid Petroleum Gases Regulations, Health and Safety Signs and Signals Regulations

First Aid
Using a specialist Occupational Health Organisation, Compass Health and Safety Consultancy can arrange for a range of health and welfare services, including training and certifying for first aid and manual handling, workplace occupational health strategies and monitoring. Resource and support provided by qualified doctors and nurses.

Lifting Operations Lifting Equipment Regulations (LOLER)
Relative to all lifting equipment and recently revised, Compass can provide the necessary advice and consultancy to help ensure compliance with the requirements of these regulations; from selection, to examination and test.

Noise at work
Employers must reduce the risk to the health, safety and welfare of their employees from exposure to noise. Compass can advise on the legislative requirements, and the compliance with the requirements and control measures for the first and second noise action levels. Arrangements for noise surveys, by competent persons, for noise levels above the first action level(85dBA). Monitoring techniques and arrangements for effectively reducing noise.

Provision and Use of Work Equipment Regulations (PUWER)
Duties defined under these regulations require employers to provide all work equipment for use in the workplace in a condition that is safe, fit for it's intended purpose and without risk to employees. Equipment to which the regulations apply is diverse, ranging from fork lift trucks to electrical apparatus and hand tools. Some equipment requires statutory inspection and regular examination and testing. In all cases work equipment must be supplied and maintained fit for it's intended purpose. Compass can provide the necessary advice, consultancy and support to ensure compliance but also to monitor ongoing suitability.

Risk Assessments
The principles of the Health and Safety at Work Act are to minimise the risk to health, safety and welfare of those persons at work.The management of Health and Safety at Work Regulations, Regulation 3 places an absolute duty on employers to carry out suitable and sufficient risk assessments for both those employees at work, and persons who are not employees but, nonetheless may be affected by the conduct of the undertaking. Compass has extensive practical experience to help develop the risk assessments necessary to eliminate, reduce and control the risk of injury from the work activities.

Display Screen Equipment
The use of VDU,s and computers at work is commonplace today, both at work and in our social and domestic life. The use of display screen equipment is controlled by the Health and Safety (Display Screen Equipment) Regulations. This places a duty on the employer to carry out an assessment of the risk to health of employees, operators and users of DSE. Based on the principles of risk assessment and in line with defined schedules, a written assessment of the workstation conditions and arrangements will identify the specific requirements to be applied to reduce the risk of work related upper limb disorders, the collective name for a range of health conditions which result from a poorly set workstation. Compass can provide the necessary advice and consultancy to guide employers in the assessment process, helping reduce the risk of injury, and consequential loss in production.

COSHH
Employers are legally compelled to prevent any employee from being exposed to substances harmful to health. Not only can Compass undertake COSHH (Control of substances hazardous to health) assessments, but can also provide for medical health surveillance monitoring, and condition monitoring for substances such as dust, mist, vapour and other solids to determine the extent to which a hazard exists and to confirm that control measures are effective in protecting the employee.

Workplace health and safety compliance auditing
How confident are you that you are complying with the specific requirements of all the regulations that apply to your place of work.

Failure to protect workers from harm or ill health is a criminal offence, and ignorance is no defence in law.

Compass has the knowledge and expertise to undertake a workplace safety compliance audit at your premises to establish, what regulations apply, and to what extent you are complying with them.

We prepare a detailed report; incorporating reference to all regulations, provide conclusions and recommendations to bring about compliance in the most timely and cost efficient way.

HEALTH AND SAFETY MANAGEMENT SYSTEMS

Over 90% of all accidents and incidents reported in the workplace are as a direct result of a failing of management, or management systems. Section 2(3), of the Health and Safety at Work Act, requires employers to produce a written statement of their Health and Safety Policy and to identify the organisation and arrangements that are, for the time being, in place and bring this to the attention of their employees.

Structured principles for the management of health and safety are by the developing and implementing of:

· A Health and Safety Policy.
· The organising of staff.
· Planning and Implementation
· Measuring of performance
· Auditing and reviewing of performance

The requirement to develop and implement such arrangements is recognised under Regulation 5 of the Management of Health and Safety at Work Regulations, and also under HSG 65, Successful Health and Safety Management.

TRAINING

As employers become more and more aware of their health and safety responsibilities, the need for training also becomes more apparent. Compass can offer a diverse range of health and safety training courses.

Line Managers are responsible for their sub-ordinates and have a need to understand the health and safety obligations. The IOSH Managing Safety course provides the ideal introduction to workplace health and safety. This is a validated and certified course and recognises a level of competency in health and safety awareness.

B Lambert has delivered both the NEBOSH General certificate in Occupational Health and Safety, and the NEBOSH Construction Certificate.

CDM awareness training, for all duty holders, validated and certified.

Specific first aid, manual handling training can be provided and tailored to suit the needs of the individual client.

Compass can arrange to provide all necessary workplace health and safety training at varying levels, from general awareness to validated and certified specific health and safety requirements.
